Buleleng Orphanage Owner Accused of Child Abuse

It is happening again. Another child has suffered abuse in a Bali orphanage. Multiple victims, medical indications, and institutional denial remind us that this is not an isolated case.
The problem is not only what happens inside these institutions—it is that we continue to rely on them. Children with families are removed from their social context. Vulnerable children are placed where oversight is weakest.
Permensos No. 30/HUK/2011 sets clear standards for child welfare: protection, dignity, accountability. Yet these standards often exist only on paper. Institutionalisation is normalized, systems prioritize placement over protection, and power imbalances persist, leaving children at risk.
This is a systemic failure. Families, communities, and safeguards should be strengthened, not ignored. Until we question the model of institutional care itself, we will keep saying: It is happening again.
